Once a vampire has a Domain, he must protect and expand it through a Strike Force.
Strike Force is the military force controlled by a Kindred, group/coterie of Kindred, or a Sect. The pool from which to do so is one’s Community+Security, which allows one to have a greater (or more specialized) amount of troops.
